Using your gear I’d lose so much weapon dmg coming from other brands :/First of it only has a 20 second duration with a 10 second cooldown.Secondly when you pulse and it finds no enemy because they spawned 2 seconds later you have an active 20 second duration eventhough it didnt hit anything. With the release of the Division 2 Warlords Of New York Update, Gear 2.0 has been introduced and talents have been changed. (Great write up btw): the spotter drone only intermittently applies pulse (despite the fact they are revealed continuously) so you only are getting the spotter damage bonus applied intermittently as well.Yeah I noticed something similar but it turned out that shooting a marked enemy will activate spotter for you instantly again.For bolt-actions that's an issue but for any automatic weapon that's not really a problem.Clearing a control point 4 yesterday I was dealing 31K damage bodyshots instead of 27.5K to red and purple NPCs and I did this to ALL of them.And I really mean all of them. Of course, that DPS number is not going to be the same versus enemies but it’s a good indicator that the build can shred through enemies if you can be provided with enough support from your team to keep the enemies busy. This build is like a blueprint! my opinion, If you're into PvP = Spotter is best as it will apply to both NPCs and Players If you're into PvE = Hard Hitting is best as you can get it on all 6 gear slots for an added bonus of 90% damage to elites on just gear alone. You can also use different Brand sets but make sure to use a Alps Summit Backpack and Providence Holster as they have the highest CDR rolls.Your goal is around 2300 Universal Skillpower and as much CDR as you need to reach 10 second cooldowns on your skills.For a total of 82% CDR, you can increase it to 90% by using Surge on the Mask as well but you would lose the 10% (soon to be 20%) damage increase and with a cooldown reduction mod you reach the 10 second cooldown on the Drone easily.As a main Weapon I highly recommend an Unhinged Allegro M249 as it gives you a decent damage boost and the reduced handling is offset to some degree by the sharpshooter spec tree bonuses.
